How to restore blocked IP to enable login to XHTML CHAT?

I am repetitively failing to login with any user name for XHTML Chat. Here is some info I copied from view source:

Please note that passoword is not required to login and we can login without it. I think they have blocked my IP so that I should not be able to login again!. I have used all commands of Java Console (Java Plug-in 1.5.0_06
Using JRE version 1.5.0_06 Java Hotspot(TM) Client VM

Moreover I have run cycles of CCleaner and at command prompt
(start>run>cmd>enter) type netsh winsock reset then pressed enter to reset/rebuild tcp/Ip stack and settings. Then rebooted computer but failed to login and the chat link is taking me to their home page of forum.

How Can I fix this issue?
