Doing this saves developers time from not having to upload to their server to test their work. Instead with PHP installed on their own computer they can open their work in their browser like any other HTML document and see the results. Unfortunately freeware could be good source of the infection, but basic security rules should keep your computer clean from most of them. Im always running antivir software on files before unpacking them.
