Starting a forum...need host advice

Looking for a cheap/free host. I've setup several website accounts on free hosts, yet they never let my FTP connect to them to upload any files for the forums I am trying to start even though they support PHP etc., generally it seems they have limited FTP access or something of the sort.

If anyone knows where to get reliable, fast and secure free or cheap hosting for starting a pilot test forum and eventually expanding to a VPS domain let me know. Thanks a lot!

a prety good FREE host i found is [url]Http://100webspace.com[/url] i use them my self, altho they only allow 1 SQL database its all you really need for 1 site :D, there support is really fast as well :)
