Converting dvr-ms to avi

I have a windows PC utilizing windows media center and have recorded live TV. I want to bring it into Adobe Premier Elements to edit then burn to DVD. When I try to import the file into Adobe, it says that the file is not a supported format. I'm not an expert by any means but it seams to me that thier is a easy solution to this problem or, is thier. Can anyone help please?

if you execute the first part these instructions, you will get mpeg2 files; which is a dvd format. try using premier to create dvds from the mpeg files

if you follow the complete guide, you will get avi files.
