Can a phone charger, either the adaptor or the cable be tampered with to download spyware to a persons phone or computer?

if so how, and could it visually be detectable?

How does it work when you plug in a third-party lighting cable and the ipad/iphone says this is not authorised? is it reading something from the cable?
