I have many PC's (over 1000) that I have visibility with Bomgar software to determine globally what OS and Service Pack is installed.

What I don't have is visibility into what VERSION of Internet Explorer each PC has. I need to know if there is a way within Command Prompt to find out on a global level what version of IE each PC has. I am trying to figure out which PC's need the IE vulnerability fix.

Please advise.

Powershell is a windows feature, enabled by default.

I understand this is default for Win7 and Win Server 2008, and Win8, but what about XP end point PC's? Or is the server/host PC that I'm running from that just needs to have Powershell?

The only thing that should need PowerShell is the system you're running the script on.
