the simplest way to get a website up and running would be to just rent a server from a web host you will find thousands of them on google. I recommend Globat for hosting they have very good prices. Another option would be to run an apache server on your computer.
I recently bought a computer and looked at Dell computers but in the end they were much more expensive than the HP computers. I customized one computer on Dell.com and one computer on HP.com with the same specs, in the end the HP was cheaper so i went with them.

I think that the Western Digital My Book works well, i have had it for about a year and it always functions properly. The 250 GB My Book was $100-$120 when i bought mine. Overall i think it works well for the price. Hope this helps.
