    Hmm, try changing the boot order in your BIOS to hard drive first. Make sure there are now discs in the CD-ROM drive or in the floppy drive. If that doesn't work, the hard drive might have failed. Try swapping out the hard drive.

    So you've tried re-installing Windows? It doesn't sound like it would be a hardware issue since its saying a file is corrupted. I would try formatting the entire drive and re-installing a fresh version of Windows XP SP2.

    How old is the CD-ROM drive? It is not rare for an optical drive to start failing after a year or so. Have you tried putting it into another computer and seeing if the problem persists? If not, have you tried putting in a different CD-ROM drive into your computer to see if the problem persists?

    Are they internal or external? Are the jumpers set properly? Try updating Windows to SP2, see if that works.

    Do any fans spin? Does the machine even POST? Try swapping out the power supply first of all. This sounds like a classic case of a failing power supply. If the power supply swap doesn't solve the problem, it could very well be the motherboard.

    No, a graphics card is an actual piece of hardware. Its an expansion card that plugs into your motherboard via PCI/AGP/PCI-e slot. Video Cards run from 80 to anywhere near 1,100 dollars.
