I think your confusion may arise due to DDR. DDR runs at say 300Mhz but as it passes data on both the rising and falling edges of the waveform it is often stated as being 600Mhz
BTW The 9600 has a 256 bit memory interface and the 9600 only 128 so the 9600 can shift data a lot lot...
Also check the drive and any other drives are all jumpered out correctly ie Master/Slave/Cable Select, they can have a knock on effect on each other.
Also if your getting a problem in POST you may well hear some beeping, let us know what it is if any
Look for an IRQ conflict, failing that test your system components out especially the hard drive.
Failing that or any other advice <vbeg>.......
Pull everything out of your system that is not essential:
