Just curious, what is everyone's fascination with getting 60fps? I thought humans were incapable of noticing a difference after about 40fps. For me anything above 20 especially if it isn't a shooter is fine.

I think you would be better off posting you're budget for the machine you are trying to build and what you want it to be able to do. People around here are very good getting you the best bang for your buck.
