Default Web Cam Help

Is there a way you can stream video via a webcam and not have to connect to a broadband point?

For example if i wanted to stream live footage from a motorcycle helmet or from a conservatory top how...

Not sure if that's possible...being that 'streaming' you would have to connect it to the internet in order to view a live coverage anywhere . I saw some websites offering webcams posted throughout cities and stuff like that, but in the end it's all connected to the internet.
