How to get rid of dual OS partitions

I've got two partitions on my current hard disk and would like to completely get rid of both but I when I run the Windows 2000 installer disk the system always hit the OS boot menu first so it never gets to the install where I can create and delete partitions. Here's what's happening.

1. I start my computer and it shows me my Video Card info
2. Goes through and checks BIOS info
3. Shows a screen with all my PCI info and says "Pooling DMI info"
On this screen the last line say's "Boot from ATAPI Device"
4 Goes to a screen with a BIOS looking menu name "LILO Menu"
which gives me four options of OS's to boot to... "Linux, Linux OLD, Linux New and Windows 2000" and gives me a few seconds to choose before it automatically boots to Linux.

An old friend of mine was the one who loaded the system and the initial intention was for him to teach me a little bit about using Linux. He ended up moving out of state and I have no idea how to get ahold of him now so I'm looking for help in getting Windows 2000 re-installed and creating new clear partitions of my own design. I already set the CD to a higher priority boot and that didn't fix it.

Get a 98 startup disk. When it gets to the DOS, type in FDISK. Delete the partitions through there. (Sorry, but I have never used it, so I can't walk you through that.)

For the Linux, you could always get a tutorial for it online.

You could also download Killdisk and write zeros to the drive.

Kill Disk was one of my first stopped but it still won't boot from the disk. It's because I think it's trying to boot from the disk, but it just doesn't. The exact message that comes up at the bottom of the page is "Boot from ATAPI CD ROM" and then there is a cursor next to it. I tried typing Y for Yes but it doesn't have any affect. Is there some sort of key code that will force it to boot from the CD ROM?
