It's possible that your ISP is blocking it through the modem. Have you called your ISP by chance and asked if they can open the ports you set for Minecraft? Or do you have access to log into your modem's interface without calling your ISP?

Yes, windows firewall is completely disabled, and i have no AVs.
However windows defender is up. Is that a problem?

EDIT: Would giving myself a static ip address helP?

Yes, the machine hosting the server should have s static ip. Can you confirm that the server has the same ip specified in the port forward?

Also, the problem might not be on your end. Try the following tool to check if your port is open:
