Type services.msc in the run in the start menu, select action>connect to another computer, choose the remote computer, enter it's administrative account.

Yes there is, with the sc command on 2000 and XP

Just get administrative authentication first, you can do this by mapping the hidden C$ or connecting to her computer through computer management or services.msc providing an administrative account.

Then just open up cmd and type sc \\computer stop services

example

sc \\192.168.2.9 stop Diskeeper

sc \\Acerlap start Diskeeper

It's for services only, if you have to kill a program you have to connect to the remote computer command prompt and use the taskkill command. I use radmin to do this, I'm not sure of any free ones but tightvnc or ultravnc are both remote control solution however they don't have the remote command prompt like radmin (I think).
