Question This...Is a problem

Hello,
So, I'm good with computers of this age and someone has put an administrator password on someone else's computer. I don't want to use a CD or download a password remover unless I REALLY have to( i'm just trying to get another option). I've tried safe mode, THAT has a pass on it as well. The person who did this didn't know what they were doing. We believe it was a teen. I've tried the "hint" its cococ. If you have any ideas that would be very helpful.

What operating system did this happen on, and is the BIOS also passworded?
