Is there any way to record internet radio on the hard disk and then change the file to MP3 format?

yes...converting it to MP3 is easy enough. MusicMatch Jukebox has a built in converter. I think it has radio too.
When recording it you will have to get a program which allows you to set the recording source to what is currently playing.
Most likely when you can record of the internet radio you can choose to save the recording as an MP3

MusicMatch Jukebox can record things to MP3 format but im not sure you can record the radio. Its sources are CD-ROM, Line-In, Mic-In and System Mixer
Also MusicMatch Basic doesnt include some of these features, therefore you would have to pay for the advanced version
Im sure there is a free program out there that would do accactly what you need to do!

Total Recorder will do this (my mate uses it all the time for internet radio recording...ie streaming)

I'll second Total Recorder. I think it uses a virtual driver and all sound is redirected to it.

audacity can record anything going thru the sound card into whatever format you want
