Does anyone know how to make a toolbar button located in the email header that when clicked, will automatically forward the open email to a predetermined user?

Open outlook and go to Tools, Rules wizard and just let it lead you forward. You will not get a button but you can put a code word in such as all email on a certain subject or from a certain person, or with a certain key word in the body always gets forwarded. You surely can find a solution if you experiment with it for a while.
