yeah you can use any program. Just take the new layer tool, put the layer where you want and place the photo in it, than link the photo to a larger photo. Or you can make it where you have a "back" and "forward" button than have one bigger picture on top, and using i-frames just create new pages for each pic so when the user clicked the "forward" button that frame changes and shows another picture so on and so forth, than you can do it in flash but thats not using dreamweaver so w/e.
