I am in the Philippines, starting a new programmer and design staff leasing company.

I am building our web page and would like help with some of the content. Here is a general about us:

Would you hire a full time designer or programmer? (under $1000 US per month!) Why or why not? What are your concerns? past experiences? expectations? advice?
