IPinsight adware doesn't remove

I have Windows XP and ran Norton Antivirus which found the IPinsight Adware problem. This is the page it sent me to to relieve the problem:

I went to Add/Remove programs and IPinsight does not appear there. I manuall searched for C:/Programs Files/IP and found the IP Insight folder. Should I just delete the folder? Would that remove the program? Could IP Insight be good for anything, so i shouldnt delete everything in there?

Run [b]Spybot - Search & Destroy 1.3[/b]

Next, close all Internet Explorer and OE windows, hit 'Check for Problems', and have SpyBot remove all it finds that is marked in [color=RED][b]RED[/b][/color]
