I can't access www.microsoft.com
I run Windows XP and use NAV - I've eventually installed the microsoft patches via another route. My antivirus software is up to date. I've down countless sweeps using NAV and also spybot, ad-aware and spyhunter.
I've checked microsoft's URL is not blocked either under IE or under NAV.
I've typed ipconfig /flushdns
I've now run out of ideas
when I ping the microsoft website it always times out.

Well you could try to find websites that you have put as restricted (you may have done it accidently). Thats the most help I can offer.

try another browser like netscape, opera, mozilla firebird. and reinstall IE, ms website have ping blocked so that won't give you an indication that it is working or not.
